That sure looks like scallions/green onions to me, and I'd never heard of green garlic, either....

Garlic is green at some point in its existence. It's like onions before it gets mature.

Nestlover above got it right. He does NOT mean scallions, green onions, spring onions, or garlic scapes. He means green garlic which is garlic that is harvested before the cloves have begun to mature. I live in a major metro area and cannot find them sadly.
