Grease and flour a 9x13-inch baking dish. Melt caramels with 1/3 cup condensed milk in a microwave-safe bowl in the microwave; stir every 30 seconds. Set aside. Combine cake mix, melted butter, and 1/2 cup condensed milk in a large bowl; stir well. Spread 1/2 of the cake mix mixture in the prepared pan. Bake in the preheated oven for 6 to 8 minutes.
