In a large bowl, combine flour, sugar, baking powder, 1/4 teaspoon pepper and salt. In another bowl, beat the egg, buttermilk and oil. Stir into dry ingredients just until moistened. Fold in red pepper and cheese. Fill prepared muffin cups two-thirds full. Sprinkle with remaining pepper. Bake at 400 degrees F for 20-25 minutes or until a toothpick comes out clean.
