Refrigerate crust while you make the filling. Melt chocolate in a microwave-safe glass or ceramic bowl in 15-second intervals, stirring after each interval, 1 to 3 minutes; set aside to cool. Whisk cocoa powder and enough warm water in a small bowl to form a smooth paste. Beat cream in a chilled glass or metal bowl with an electric mixer until soft peaks form. Fold in cooled melted chocolate and cocoa paste. Beat cream cheese and remaining sugar together in a separate bowl; fold in chocolate cream mixture until thoroughly combined. Spread chocolate filling on top of cookie crust; freeze cheesecake for 1 hour. Thaw in the refrigerator for 30 minutes before serving.
