I don't get the negative reviews. I have made this exact recipe many times and my family and guests love it. The only substitution I make is penne pasta instead of angel hair. I have never made such an easy recipe that tastes that good.
I made the recipe according to the directions and I found it a little bland. After I cut the potatoes I browned them in butter sprinkled with Weber Chicago steak seasoning. Wow, it really lived it up, also I do not pan fry the peppers or onions, I just put them raw on top before cooking. I find the pepper and onions get too soft if I pan fry before cooking. My family loves this, and I have made it many times.
